Third Sector Interface Outcome Framework

ESS was commissioned by Scottish Government to facilitate the development of an outcomes framework for third sector interfaces for the work that Scottish Government directly fund through the Third Sector Division.

Third sector interfaces (TSI) provide a single point of access for support and advice for and about third sector organisations. There is a TSI within each local authority area in Scotland. Your local TSI might be one organisation or it might be a partnership between organisations offering different types of support (volunteering, setting up and running a third sector organisation, or social enterprise).

ESS worked with a working group to develop this resource. This group had staff from a range of TSIs and two representatives from the third sector division.

Third sector interface outcome framework

The framework identifies key roles that the government want to fund and some medium term or common outcomes that TSIs work towards. Local activities and outcomes are set by the TSI dependent upon local context (local need and outcomes, other providers etc).

TSIs are asked to develop a plan, which will be used for light touch monitoring against activity and for annual outcome reporting.

We will be reviewing the framework and offering some support around measurement and reporting.
