An international publication aimed at public sector officials who have to monitor and report on outcomes. It presents a 10 step process to be followed to first assess readiness then develop and sustain a suitable monitoring and evaluation system. There are cases studies from developed and developing nations to illustrate the steps. It is a fairly lengthy document but easy to read.
